Broken HVAC in my apartment complex

When I moved into my apartment after graduating from college, I was so thrilled. I felt like a real adult as opposed to a poor college student. Everything seemed perfect and I finally had a place where I could live on my own and decorate however I wanted without having a roommate there to disagree with my choices. On a side note, my roommate and I had totally different tastes in decor. All was well until my air conditioner stopped working in the middle of August! The thing about it was, several people in the apartment complex complained to the landlord, and he said it would be taken care of shortly, but a week passed and still no one came to repair the air conditioner. All of the tenants were frustrated by the lack of cooling. I guess the landlord finally called the HVAC provider and they sent out an HVAC technician. The HVAC technician told our landlord that he would have to pay a lot to replace the HVAC system since he had not kept up with his regularly scheduled duct and HVAC cleaning as per their contract- which explained the delay. The HVAC technician had the air conditioners and furnaces replaced pretty quickly but I found out through a mutual friend that in order to make up the difference the landlord started charging new tenants a much higher rent to make up for the HVAC repairs! Apparently, the apartment complex had been notoriously lax with their HVAC upkeep and it resulted in a hefty price tag in order to make up for lost time on their heating and cooling contracts.
